ERRATUM TENDER NOTICE FOR CONTRACT SANRAL: X.002-171-2023/1

FOR THE ROUTINE ROAD MAINTENANCE OF NATIONAL ROUTE R53 SECTION 1 FROM N12 POTCHEFSTROOM TO FREE STATE BORDER, R54 SECTION 1 FROM GAUTENG BORDER TO N12 POTCHEFSTROOM, R500 SECTION 1 FROM PARYS TO GAUTENG BORDER, R501 SECTION 1 & 3 FROM FREE STATE BORDER TO GAUTENG BORDER, N12 SECTION 16 & 17 FROM BORDER OF MATLOSANA MUNICIPALITY TO BORDER OF JB MARKS MUNICIPALITY

The erratum aims to amend the tender requirements in the tender advert and tender document that was published on 17 March 2023 on SANRAL website and National Treasury E-tender portal as well as CIDB.

The tender document amendments are detailed on Addendum No.02 attached to this erratum.

THE TENDERER IS REQUESTED TO:

Incorporate all amendments as indicated in the addendum in the original tender document that was advertised on 17 March 2023.

Complete Form A1.1 and submit it by emailing to ProcurementNR5@sanral.co.za  not later than 02 June 2023.

Please note that there will be a non-compulsory clarification meeting for this tender planned to take place on 06 June 2023 at 11:00.

The closing date for this tender is amended to 03 July at 11:00.

AMENDED TENDER ADVERT IS AS FOLLOWS:

T1.1     TENDER NOTICE AND INVITATION TO TENDER (SBD1)

The South African National Roads Agency SOC Limited (SANRAL) invites tenders for the Routine Road Maintenance of National Route R53 Section 1 from N12 Potchefstroom to Free State Border, R54 Section 1 from Gauteng Border to N12 Potchefstroom, R500 Section 1 from Parys to Gauteng Border, R501 Section 1 & 3 from Free State Border to Gauteng Border, N12 Section 16 & 17 from Border Of Matlosana Municipality to Border of JB Marks Municipality. This project is in the North West province, within the Dr Kenneth Kaunda District Municipality and in the JB Marks Municipal Area. The approximate duration is 60 months. CIDB Regulation 25 (1B) will be applicable to this contract.

 Delete the following:

"Only tenderers with a B-BBEE contributor status level of 1, 2, 3 or 4 and QSE or Generic, and who are registered on the National Treasury Central Supplier Database at the tender closing date; and meet the stipulated minimum threshold for local content and production as stated in the Tender Data are eligible to tender."

Replace with the following:

“Only tenderers who are registered on the National Treasury Central Supplier Database as stated in the Tender Data C.2.1.1, are eligible to tender.”

It is estimated that tenderers should have a CIDB contractor grading designation of 7CE or higher, however, tenderers attention is drawn to clause C.2.1 of the Tender Data when submitting their tender.

Tenders from tenderers registered as potentially emerging enterprises but with a CIDB contractor grading designation lower than a contractor grading designation determined in accordance with the sum tendered, or a value determined in accordance with Regulation 25(1B) or 25(7A) of the Construction Industry Development Regulations, will not be accepted.

 Delete the following:

"This tender includes the following compulsory subcontracting to Targeted Enterprises as in the Appendix to Tender: Contract Data subclause D.

Subcontracting target

Tendering entity less than 51% black ownership  Min 60% subcontract to Targeted Enterprises

Tendering entity at least 51% black ownership     Min 50% subcontract to Targeted Enterprises

Tendering entity at least 51% black women owned or black youth owned  Min 40% subcontract to Targeted Enterprises"

 Replace with the following:

"It is a requirement of this project that the successful tenderer subcontract a minimum of 50 percent (50 %) or higher as tendered of the work by the end of the contract to Targeted Enterprise(s) as defined in the Contract Data."

 Delete the following:

Failure to submit this certificate would result in the tenderer not receiving addenda or additional issued information and may result in the tenderer being non-responsive."

 Replace with the following:

"Tenderers must submit, via email, the duly completed Form A1.1 Certificate of Intention to Submit a Tender prior 02 June 2023. Failure to submit this certificate would result in the tenderer not receiving addenda or additional issued information and may result in the tenderer being non-responsive."

TENDERERS’ MEETING

Delete the following:

"No clarification meeting

A tenderer’s clarification briefing presentation is available to be downloaded from the same SANRAL website link: https://www.nra.co.za/service-provider-zone/tenders/open-tenders/."

Replace with the Following:

"A tenderer’s clarification briefing presentation is available to be downloaded from the same SANRAL website link: https://www.nra.co.za/service-provider-zone/tenders/open-tenders/. A non-compulsory clarification briefing meeting will be held virtually via MS Teams on 06 June 2023 at 11:00.”

CLOSING TIME, COMPLETION AND DELIVERY OF TENDERS

Delete the following:

"CLOSING DATE (AT 11:00): 26 April 2023.'

Replace with the following:

"CLOSING DATE (AT 11:00): 03 July 2023."

Telegraphic, telephonic, telex, email, facsimile and late tenders will not be accepted.

Tenders may only be submitted in the format as stated in the Tender Data.
