TENDER NOTICE AND INVITATION TO TENDER (INCORPORATING SBD1) CLOSING DATE (AT 11:00): Friday, 4 April 2025 The closing time and date for receipt of tenders is Friday, 4 April 2025. The address for submission of tender documents is: The South African National Roads Agency SOC Ltd PROVINCIAL HEAD KWAZULU NATAL 58 Van Eck Place Mkondeni Pietermaritzburg, 3201 The South African National Roads Agency SOC Limited (SANRAL) on behalf of SMEC South Africa (Pty)Ltd. invites Joint Ventures between suitably experienced, SANAS accredited laboratories and Targeted Partners for the undertaking of the site laboratory sub-services in accordance with SANS 3001 for the SUB-CONTRACT FOR SITE MATERIALS LABORATORY FOR THE UPGRADE OF NATIONAL ROUTE 1 SECTION 16 FROM SCOTTLAND (km 55.7) TO WINBURG SOUTH (km 78.0). This project is in the province of the Free State and in the district municipality of Lejweleputswe and local municipality of Masilonyana and the approximate duration is 39 months , commencing May 2025. Preferences are offered to tenderers who comply with the criteria stated in the Tender Data. The tenderers will be evaluated on functionality (quality) criteria with a threshold of 75%. Only tenderer who are a Joint Ventures (JV), meet the minimum requirements for the key persons and are registered on CSD as stated in clause C 2.1 will be eligible to tender. TENDER DOCUMENTS Tender documents are available from Monday, 10 March 2025 at no cost in electronic format downloadable from the SANRAL’s website by following the link: https://www.nra.co.za/sanral-tenders/status?region_id=national Tenderers must have access to Microsoft © Office 2013 and Acrobat Adobe © 9.0 or similar compatible software. Tenderers must submit, via email, andre.jordaan@smec.com the duly completed Form A1.1 Certificate of Intention to Submit a Tender prior Friday, 14 March 2025. Failure to submit this certificate would result in the tenderer not receiving addenda or additional issued information and may result in the tenderer being non-responsive. TENDERER’S MEETING Option 2: Non-compulsory clarification meeting A tender clarification briefing presentation is available to be downloaded from the SANRAL website by the following link https://www.nra.co.za/sanral-tenders/status?region_id=national A non- compulsory clarification briefing meeting will be held via a virtual platform on Monday, 17 March 2025 at 11:00 where the project will be presented. A link to the clarification briefing meeting will be sent to tenderers who complete and submit a Certificate of Intention to Submit a Tender (Form A1.1). A tenderer’s representative cannot represent more than one tenderer at the tender briefing meeting. T1-4 COMPLETION AND DELIVERY OF TENDERS The closing time and date for receipt of tenders is at 11:00 on Friday, 4 April 2025. Telegraphic, telephonic, telex, e-mail, facsimile and late tenders will not be accepted. Tenders may only be submitted in the format as stated in the Tender Data.
