FOR THE PROVISION OF PEDESTRIAN SAFETY MEASURES ALONG NATIONAL ROUTE R30 AT BRANDFORT AND THEUNISSEN

T 1.1       INVITATION FOR QUOTATION TO UNDERTAKE AN INDEPENDENT ROAD SAFETY AUDIT

CLOSING  DATE  (AT 11:00):     Friday, 4 April 2025

V3 Consulting Engineers (Pty) Ltd were appointed by the South African National Roads Agency SOC Ltd (SANRAL) for the Provision of Pedestrian Safety Measures along National Route R30 at Brandfort and Theunissen. The project falls within the Masilonyana Local Municipality in the Free State province.

 The major aspects of this project include the following:

BRANDFORT:

Wes Street:

• “Chicane” type roundabout.
• Remove one of the two northbound lanes.
• Widened raised median refuge island with non-mountable kerbs.
• Extend raised median to km 2.78.
• Provide a pedestrian fence on the eastern island on the R30.
• Provide pedestrian crossing facilities
• Add COSBI lines

Mark Street:

• COSBI road markings.
• Remove the northbound climbing lane just past the existing pedestrian crossing.
• Widen the existing kerb island.
• Extend the kerb island past the pedestrian crossing.
• Construct a calming chicane in both directions.
• Provide pedestrian crossing facilities

Majwemaswea Eastern Access:

• Remove the northbound climbing/passing lane through the intersection.

·        Provide a wider median refuge with non-mountable kerbs to accommodate pedestrian crossings and to improve the safety for vehicles turning right onto the R30.

• Provide pedestrian crossing facilities

THEUNISSEN:

Lusaka Access Road:

·        Remove the northbound climbing/passing lane through the intersection.

·        Provide a median refuge island with non-mountable kerbs on both sides of the intersection.

·        Provide new laybys on both sides of the intersection.

• Provide pedestrian walkways and crossing facilities

Masilo Access Road:

·        Provide a median refuge island with non-mountable kerbs on both sides of the intersection.

·        Improve existing laybys.

• Provide pedestrian walkways and crossing facilities

Woltemade Street, Piet Rietief Street and R708:

·        Provide a single lane roundabout for a design speed of 40 km/h and an inscribed circle with a diameter of 40m.

·        Provide calming chicanes in both direction on the R30

·        Provide a wider median refuge with non-mountable kerbs to accommodate pedestrian crossings.

·        Construct new laybys on both sides of the intersection.

·        Provide pedestrian walkways and crossing facilities.

• COSBI road markings.

A Road Safety Audit is therefore required for the Provision of Pedestrian Safety Measures along National Route R30 at Brandfort and Theunissen

Firms with road safety and traffic engineering experience are therefore invited to submit a quote to undertake an independent Road Safety Audit. A clarification meeting will not be held, but it is essential that prospective tenderers familiarise themselves with the site.

 QUOTATION  DOCUMENTS

 Quotation documents are available at no cost in electronic format downloaded from the SANRAL’s website. Tenderers must have access to Microsoft © Office 2013 and Acrobat Adobe © 9.0 or similar compatible software.

 Tenderers must submit, via email, the duly completed Form A1.1: Certificate of Intention to Submit a Tender within seven (7) days from the tender advertisement date.  Failure to submit this certificate would result in the tenderer not receiving addenda or additional issued information and may result in the tenderer being non-responsive.

 COMPLETION AND DELIVERY OF QUOTATIONS

 The closing time and date for submission of quotations is 11h00 on 4 April 2025.

 Only quotation offers submitted electronically on CD / flash drive and delivered to the address specified in the Tender Data will be accepted.

Telegraphic, telephonic, telex, e-mail, facsimile and late tenders will not be accepted.

Quotations may only be submitted in the format as stated in the Quotation Data.
