T1.1                 TENDER NOTICE AND INVITATION TO TENDER (Incorporating SBD1)

CLOSING DATE (AT 11:00): Thursday 20 April 2023

The South African National Roads Agency SOC Limited (SANRAL) on behalf of KBK RMC (Pty) invites Joint Ventures between suitably experienced, SANAS accredited laboratories and Targeted Partners for undertaking site laboratory testing in accordance with SANS 3001 for the Periodic Maintenance (Repair and Reseal) on National Route 8 Section 6 from Volop (km 90.00) to Griekwastad (km 135.36). This project is in the province of the Northern Cape and in the district municipality of Pixley ka Seme and the approximate duration is of ten (10) months, commencing approximately July 2023.

Preferences are offered to tenderers who comply with the criteria stated in the Tender Data.

The tenderers will be evaluated on functionality (quality) criteria with a threshold of 60%.

Joint Ventures (JV) shall be required with the Lead Partner being a suitably experienced, SANAS accredited laboratory and the Targeted Partner being a Targeted Enterprise as defined in the tender data.

Only tenders that comply with the following B-BBEE contributor status levels are eligible to tender:

·        The Joint Venture shall have a consolidated project specific B-BBEE scorecard of status Level 1 or 2 B-BBEE contributor for every tender

·        Lead Partner must have a B-BBEE contributor status level of 1 or 2 or 3 or 4.

·        Targeted Partner must have a B-BBEE contributor level of 1 or 2.

Tenderers must submit, via email, the duly completed Form A1.1 Certificate of Intention to Submit a Tender within seven (7) days from the tender advertisement date.  Failure to submit this certificate would result in the tenderer not receiving addenda or additional issued information and may result in the tenderer being non-responsive.

Tender documents will be issued in electronic format in a return email and tenderers must have access to Microsoft © Word 2007 and Excel 2007 and Acrobat Adobe © 9.0 or similar compatible software.
